San Marcos Reintroduces Dockless Electric Scooters Through New Partnership With Lime

Electric scooters have officially returned to the streets of San Marcos, Texas, offering local residents, Texas State University students, and visitors an alternative micromobility option for traveling across the city. The updated dockless transportation initiative represents a collaborative effort among municipal leaders, micro-mobility provider Lime, and Texas State University, restoring a shared transit system that had previously vanished from the community.

The refreshed program made its public debut on September 1, deploying an initial fleet of 150 Lime electric scooters across authorized municipal corridors. This rollout fills a notable transit void created after the city's previous scooter operator chose to discontinue its local service, leaving campus commuters and downtown travelers without access to a dockless electric vehicle network.

City leaders established the foundation for the service's revival earlier in the summer. During a formal council meeting held on August 18, the San Marcos City Council voted unanimously to greenlight the new dockless scooter arrangement. As part of the structured agreement between the municipal government and Lime, the partnership incorporates a profit-sharing mechanism that allows the city to benefit directly from the commercial operation.

Local transportation leadership welcomed the return of the fleet, emphasizing the positive impacts that micromobility can have on broader community transit patterns. San Marcos Transit Manager Amy Finn noted in a public statement that the city is excited to restore the dockless program, emphasizing that the electric scooters will provide a highly convenient transportation choice while playing an active role in reducing roadway traffic congestion and improving overall municipal air quality.

To accommodate a wide range of daily schedules and commuter needs, the shared scooters are available 24 hours a day, seven days a week. This continuous operational schedule allows riders to access the fleet at any time, whether traveling during morning peak hours, moving between afternoon classes, or returning home late in the evening.

The designated operating area covers multiple key districts within the city, establishing a continuous service footprint across downtown San Marcos and throughout the Texas State University campus. In addition to these central districts, the fleet is deployed across neighborhoods located east of Interstate 35, providing transportation connectivity for areas surrounding Aquarena Springs as well as the Blanco Gardens residential community.

From a pricing perspective, the service uses a standard pay-per-minute structure. Riders are charged an initial base fee of $1 to unlock a scooter, followed by an ongoing rate of 40 cents per minute of ride time, in addition to applicable taxes. This pricing framework is intended to offer a flexible, cost-effective transit option for short-distance neighborhood trips and cross-campus travel.

To make the service economically accessible to lower-income riders, the initiative offers reduced pricing through the Lime Access program. Under this equity-focused option, qualifying individuals can receive discounted rates if they are enrolled in public assistance programs such as the Supplemental Nutrition Assistance Program (SNAP), Medicaid, or the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), or if they are recipients of a federal Pell Grant.

In terms of technical capabilities and operating safety, the electric scooters are capable of reaching speeds of up to 15 miles per hour. However, to protect pedestrians and prevent unsafe speeds in high-density corridors, the vehicles are programmed to automatically slow down whenever they enter designated slow-ride zones established by city and campus guidelines.

The municipal program also enforces several key operating rules to protect rider safety. All users must be at least 18 years old to unlock and operate a scooter. Furthermore, tandem riding is strictly banned, meaning that only one person is permitted on a scooter at any given time to ensure balance and safe maneuvering.

To keep riders safe from high-speed vehicular traffic and protect sensitive local ecosystems, specific geographic boundaries have been designated as strict no-ride zones. Scooters are prohibited from traveling along Interstate 35, and riders are barred from operating vehicles within natural areas, including community greenbelts and riverfront properties.

Parking restrictions form another core component of the program’s operating framework, designed to protect public accessibility and preserve sensitive waterways. Riders are prohibited from parking scooters within 10 feet of any Americans with Disabilities Act (ADA) access ramp, and parking is strictly banned anywhere near the San Marcos River.

When concluding a trip on public walkways, riders are required to leave the vehicles in designated parking areas or position them in locations that preserve at least 5 feet of unobstructed pedestrian clearance. This rule is intended to prevent sidewalk blockages, ensuring that walkways remain fully accessible for pedestrians, wheelchair users, and individuals with strollers.

For community members seeking further details regarding local regulations, operating zones, or pricing tiers, or for those who need to report an improperly parked or damaged vehicle, the city maintains an informational portal on its official dockless scooter program web page. This online resource serves as the central hub for program updates and public reporting.
