A fallen Texas Department of Public Safety officer from Odessa has been posthumously recognized with one of the state's highest and most solemn distinctions. Trooper Kevin Ramirez Vasquez was formally honored with the Star of Texas Award in recognition of his selfless dedication and the ultimate sacrifice he made while serving the public on West Texas roadways.
The prestigious award ceremony, held annually on September 11, provides a formal venue for the state to pay tribute to frontline law enforcement officers, firefighters, and emergency medical personnel. During the proceedings, Texas Governor Greg Abbott personally presented the state honors to recognized first responders as well as to the surviving relatives of those who lost their lives in the line of duty.
Trooper Vasquez, who served the state through the Texas Department of Public Safety in Ector County, was among the select group of emergency personnel remembered during this year’s gathering. At only 25 years old, the young law enforcement officer was killed while actively working to protect the motoring public in 2024.
Before entering state law enforcement, Vasquez had dedicated himself to public service as a veteran of the United States Army. Following his military service, he pursued a career with the Texas Department of Public Safety, successfully graduating as a member of DPS recruit class A-23 before deploying to patrol assignments in the Odessa region.
The tragedy that claimed Vasquez’s life occurred along the westbound lanes of Highway 302, where he had been actively managing and investigating an ongoing traffic collision. While attending to the incident site outside of his vehicle, another motorist approached the scene and violently collided with an Ector County Sheriff’s Office unit.
The forceful secondary impact critically injured Vasquez, who was positioned on foot in the immediate vicinity of the roadway. Emergency personnel at the scene acted swiftly to stabilize the critically wounded trooper before arranging an emergency air transport to a specialized medical trauma center in Lubbock.
Despite the intensive medical intervention and ongoing care provided in Lubbock, Vasquez ultimately succumbed to the catastrophic physical injuries he sustained during the crash. The loss deeply affected both his law enforcement colleagues and the wider community across West Texas.
In the subsequent investigation into the fatal collision, authorities determined that multiple driver errors led directly to the secondary crash. Crash investigators concluded that the approaching driver had been traveling at unsafe speeds, was distracted behind the wheel, and completely failed to react appropriately to the presence of emergency vehicles and slow-moving traffic ahead.
The official findings underscored the severe dangers first responders face when operating on busy highways and active accident scenes. Roadside deployments expose peace officers and emergency teams to substantial hazards, particularly when approaching drivers do not heed emergency warnings, slow down, or remain fully attentive to shifting road conditions.
Created to recognize exceptional bravery and sacrifice, the Star of Texas Award is specifically designated for Texas peace officers, emergency medical technicians, and firefighters who suffer critical injuries or lose their lives in the line of duty. The annual ceremony provides a poignant opportunity for the state to formally acknowledge the heavy risks borne by first responders.
Because Vasquez made the ultimate sacrifice, his grieving family stepped forward during the ceremony to accept the Star of Texas Award from Governor Abbott on his behalf. The governor's presentation served as a formal acknowledgment of the enduring debt owed by the state to the trooper and his surviving loved ones.
Department leadership and state officials reaffirmed their lasting commitment to honoring the late trooper’s memory. In official statements reflecting on his career and tragic passing, department representatives emphasized that his dedicated service, profound sacrifice, and enduring legacy will never be forgotten by the agency or the citizens he swore to protect.
Public officials and community leaders also extended their prayers and solemn respect following the awards presentation. Brooks Landgraff offered public words of support through a social media statement, asking for continued blessings and strength for the family of Trooper Ramirez Vasquez, as well as for all the other first responders recognized during the September 11 ceremony.
The annual ceremony closed with a renewed reminder of the vital contributions made by fallen first responders across the state. Through the presentation of the Star of Texas Award, Trooper Kevin Ramirez Vasquez was remembered as an honorable soldier and dedicated public servant whose brief yet impactful career leaves a permanent imprint on the Texas Department of Public Safety.
