Lakeway Urges Regional Planners to Extend RM 620 Widening Amid City Budget Reductions

The Lakeway City Council has approved a formal resolution calling on regional transportation planners to expand an ongoing roadway improvement initiative on Ranch-to-Market Road 620, demanding that lane additions continue fully through the city’s boundaries. Municipal leaders emphasized that local taxpayers have already invested millions of dollars into the corridor and deserve a comprehensive infrastructure upgrade rather than a truncated expansion.

The measure directly addresses current designs formulated by the Capital Area Metropolitan Planning Organization, widely known as CAMPO. Under the organization’s prevailing proposal, RM 620 would be expanded from four lanes to six lanes along the stretch connecting Texas 71 to Dave Drive. However, Lakeway officials maintain that terminating the wider roadway design at that location neglects vital sections of the municipality that experience heavy daily traffic.

According to the official resolution, failing to carry the expanded six-lane configuration further north across Lakeway’s municipal boundaries would split the RM 620 transportation corridor at an arbitrary geographic mark. City leaders argue that such a division would undermine regional connectivity and diminish the overall benefits of the widening project for daily commuters and local residents alike.

Mayor Tom Kilgore voiced substantial concerns regarding how the current plans are mapped, pointing out that the roadway expansion could potentially be interpreted as ending near Aria Drive. That specific point serves as the primary entrance to Lake Travis High School, presenting significant logistical and safety challenges for the surrounding community if the extra lanes suddenly terminate there.

Kilgore emphasized that ending the wider thoroughfare at such a crucial juncture defies sound municipal planning. He stressed that transitioning traffic from six lanes down to four lanes at the entrance to the high school would create a severe bottleneck at what is already recognized as the single most congested intersection in the area during daytime hours.

Beyond traffic flow and safety concerns, municipal leaders underscored the substantial financial commitment the city has already made toward the state roadway. Lakeway previously transferred more than $3.2 million directly to the Texas Department of Transportation in 2023 to advance improvements along the RM 620 corridor, establishing what local officials view as a clear partnership requiring equitable results.

Taxpayers in Lakeway have shouldered additional financial obligations related to that initial funding. Kilgore highlighted that local residents have paid approximately $1.1 million in interest charges to service the debt taken on for the project, demonstrating that the community has carried a heavy monetary load to support the regional thoroughfare's enhancement.

In light of these financial and infrastructural arguments, Kilgore labeled CAMPO's current blueprint unacceptable. He stressed that any right-of-way acquisition and roadway construction along RM 620 must encompass the entire corridor, starting from the junction with Highway 71, running through Oak Grove Boulevard, and continuing uninterrupted through the Lakeway city limits.

The City Council confirmed that it will deliver copies of the newly adopted resolution to several key planning entities, including CAMPO, the Texas Department of Transportation, Travis County officials, and other relevant regional governmental bodies, in an effort to prompt coordinated revisions to the road project.

The council’s push for enhanced road infrastructure arrives alongside difficult fiscal deliberations inside Lakeway City Hall. Confronted with an estimated $1.6 million municipal budget shortfall, council members have been forced to implement reductions, pauses, and spending delays across several city services ahead of the 2027 fiscal year.

Among the suspended municipal initiatives is the police department's proposed BRINC drone program, which had originally been introduced during a council session on August 3. Council members Kelly Brynteson, Logan Brown, and Wes Hook, alongside Mayor Kilgore, voted to postpone implementation of the aerial technology as the city works to balance its upcoming budget.

The unmanned aerial program had been envisioned as an innovative tool to assist emergency dispatchers by assessing reported incidents prior to the arrival of officers. Drones were slated to fly to scene locations to determine whether incoming 911 calls genuinely required the deployment of emergency first responders, though Hook raised operational questions regarding long-term staffing requirements and equipment maintenance expenses.

Following the council's decision to delay procurement and integration, municipal officials indicated that the drone initiative will remain on hold for the duration of the upcoming budget cycle. The city intends to revisit the viability of the BRINC program ahead of the 2028 fiscal year.

The budgetary constraints also prompted council members to temporarily defund the Lakeway Police Department’s Citizens' Police Academy. The long-standing program is structured as a free, 10-week educational course designed to give local residents an inside look at standard law enforcement practices, departmental operations, and community policing strategies.

The council voted to pause direct municipal funding for the academy for one year, scheduling a formal review for either fiscal year 2028 or 2029. Police Chief Glen Koen noted that while full-scale sessions will not proceed during the pause, the department may look into delivering abbreviated classes or individual informational seminars to keep the community engaged despite the fiscal cutbacks.
